Paraíba Project Takes First Place in the Seiad Awards

The Ministry of Planning and Budget (MPO), through the Secretariat of International Affairs and Development (Seaid), launched the Ybi portal for payments to international organizations this Wednesday (February 4th) in a ceremony in Brasília. The event also included the presentation of the 1st Seaid Antônio Sabino Award: Transformative Initiatives for Environmental and Climate Sustainability. During the event, Seaid also presented its 2025 Yearbook, highlighting the ministry's achievements over the past year.

Ybi is a platform developed by the Ministry of Planning and Budget, with support from the Ministry of Management and Innovation in Public Services (MGI), to modernize, integrate, and provide transparency to payments made by Brazil to international organizations.

The event also included the presentation of the 1st Seaid Antônio Sabino Award, which aims to recognize initiatives of excellence in projects that utilize external financing. This year's award focused on environmental and climate aspects.

On that occasion, the Deputy Executive Secretary of the Ministry of Planning, Budget and Management (MPO), Márcio Albuquerque, highlighted that the delivery of the Ybi portal represents an achievement envisioned since the first day of the government and that it began with the process of making Brazil compliant again with the more than 130 international organizations to which the country belongs.

According to Albuquerque, at the end of 2022, Brazil owed more than R$ 5.5 billion in debts to these organizations. “From 2023 onwards, the MPO worked to make this commitment a mandatory expense. We brought sustainability to that expense so that the organizations have their resources guaranteed annually,” he emphasized.

For the secretary, as a consequence of this process, the development of Ybi brought more security and efficiency to the management of public resources, in addition to representing an important instrument for the application of “active transparency, one of the principles that drives the MPO,” he emphasized.

Ybi brings together data from SIOP, SIAFI, SEI, and the Central Bank's exchange rate in a single environment, automating budgetary, financial, and administrative flows and allowing for quick and secure queries and analyses. In addition, it will feature a public dashboard that will provide accessible information to society, strengthening the transparency and governance of public resources.

The project was developed by the General Coordination of Payments to International Organizations of the Ministry of Planning, Budget and Management (MPO) with support from the Startup GOV.BR Program and the Public Service Quality Laboratory (LabQ), both from the Ministry of Planning, Management and Innovation (MGI).

Transparency in the Use of Public Resources

On the occasion, the Secretary of International Affairs and Development of the MPO, Viviane Vecchi, highlighted that the delivery of the Ybi portal is the result of guidelines from Minister Tebet given at the beginning of this administration regarding the need to modernize payments to International Organizations. "Today, with the delivery of Ybi, we can say that we are working on three fronts: transparency, innovation in management, and improved governance." Ybi has two main audiences: federal agencies and citizens, becoming an instrument of active transparency and social control by society.

This was also highlighted by the Secretary of the Federal Budget, Clayton Montes, who argued that the Public Administration needs to guarantee society the conditions to monitor the application of public resources. “Ybi demonstrates how the integration between technical areas, technology, and public policies generates concrete results capable of guaranteeing greater efficiency, transparency, and improved decision-making,” he added.

Integration

Representing the Ministry of Management and Innovation in Public Services (MGI), the Secretary of Shared Services, Isabela Gomes, emphasized that the portal is an advance in relation to the still existing lack of integration between the various systems that make up the federal Public Administration. “Ybi brings what we have best to the Public Administration: optimization of the work of civil servants, time savings, and cost reduction.”

In this regard, the representative of the Ministry of Foreign Affairs, Ambassador Pedro Saldanha, highlighted the delivery of the portal as the result of intense joint work over the past few years aimed at improving our administrative practices. The ambassador mentioned that the debt restructuring resolved a huge embarrassment that Brazil was experiencing and that prevented Brazil from playing an active role. “We managed to get Brazil back on the international stage, effectively honoring its commitments.”

“The launch of the Ybi Portal is now a further step in this process in which we are making an effective contribution to Brazilian society regarding transparency in the use of public resources, modernization, and agility,” he added. Representatives of multilateral development institutions and other authorities of the Federal Government also participated in the event.

1st Seaid Antônio Sabino Award

Today's ceremony also included the presentation of the 1st Seaid Antônio Sabino Award. This initiative was created to contribute to the dissemination and replication of good practices among applicants seeking external funding and honors Antônio Sabino da Costa Filho, a Seaid public servant with 38 years of professional experience, whose career in public service is marked by dedication, public spirit, and a permanent commitment to the collective interest.

During the ceremony, Sabino highlighted his emotion at receiving the recognition after a lifetime dedicated to the development of external financial management in Brazil. "I hope this award can inspire other transformative initiatives for the development of our country," he emphasized.
